Owera, a yacht built by Ramage Rr Ferguson, Leith, Scotland in 1907, commissioned in the Navy 15 June 1917, Lt. (j.g.) E. C. Billings in command, and was formally leased by the government 18 June 1917.

Operating in the 2nd Naval District, out of Newport, during World War I, Owera patrolled in the experimental submarine zone off New London through most of her Naval career. Her duties included towing torpedo targets for submarine target praetiee. In October she steamed to the Philadelphia Navy Yard, thence, after a run to Boston, operated in the 4th Naval District. Proceeding to the Brooklyn Navy Yard in November, she decommissioned 6 January 1919 and was returned to Senator Peter G. Gerry, New York City 8 January 1919.
