Powers Denied the States

The Constitution denies the state governments the authority to :.

1) make treaties with foreign governments; 2) issue bills of Marque; 3) coin money; 4) tax imports or exports; 5) tax foreign ships; and 6) maintain troops or ships in a time of peace.
